I'm having the same problem:
The GET_WRAP_CFG_C stored procedure returned an error. Return code 48, locale: de_DE No properties files were found in directory.

My system:
DB21085I Instance "DB2" uses "32" bits and DB2 code release "SQL08014" with level identifier "02050106".
Informational tokens are "DB2 v8.1.4.341", "s031027", "WR21326", and FixPak "4".
Product is installed at "D:\IBM\SQLLIB".

OS: Windows 2000

I've run db2updv8, rebound the packages, but still getting the error.
Any hints???
