DB2 managed data set is to be defined with SPEED parameter. For
user managed data set, the recommendation is to use the SPEED
option too.
The SPEED parameter is added to the AMS DEFINE CLUSTER command
in DB2 data space manager module. With SPEED specified, VSAM
will not preformat the control area, therefore it is intended to
improve the DSN1COPY performance when copying to a DB2 managed
data set. Since SPEED applies to the create mode (VSAM term,
meaning data set is empty, high used RBA = 0) only, the change
will have no major effect on the performance of adding records
to the DB2 tablespace through SQL inserts.
Changes to DB2 Administration Guide V7:
In Chapter 2, section "Requirements for your own data sets",
the SPEED option is added to the numbered list after item 6,
and the wording SPEED is eliminated in the paragraph stated
below.

The DEFINE CLUSTER command has many optional parameters that do
not apply when DB2 uses the data set. If you use the parameters
SPANNED, EXCEPTIONEXIT, BUFFERSPACE, or WRITECHECK, VSAM
applies them to your data set, but DB2 ignores them when it
accesses the data set.
